Dirty Stove

Tenant complained of reduced services, claiming that his stove was defective. The DRA cut tenant's rent, based on an inspector's report indicating the stove was dirty. Landlord appealed, arguing that tenant had signed a statement saying that all repair work had been completed satisfactorily. The DHCR revoked the rent cut. Tenant can't get a rent cut for a dirty stove, and the other defects had been fixed.
