Dirty Staircase Not Caused by Rain

Tenants complained of a reduction in building-wide services. They claimed that the lobby floor and building staircase weren't maintained. The DRA ruled for tenants after inspection. Landlord appealed, claiming that the day of inspection was a very rainy day. Landlord said the building was cleaned daily. The DHCR ruled against landlord. The DHCR's inspector found that the lobby floor needed mopping. The edges on the floor ceramic tiles were dirty. The stairs from the top floor to the roof also were very dirty with grime on the steps. This couldn't have been the result of one day's rain.
