Did Landlord Rent Single-Family Home to Multiple Tenants?

The Village of Westbury charged landlord with violations of the village building code for illegal alterations and for renting a single-family home to multiple tenants. Landlord's niece, who lived in the house, also was initially charged as an accomplice with the same violations, but prosecutors gave her immunity. Therefore, the niece's testimony couldn't be used against landlord. But there was sufficient proof to find landlord guilty of renting the house as a multiple dwelling without a permit.
