DHCR Will Consider Rent Ledger Submitted on Appeal

Tenant filed a fair market rent appeal. The DRA ruled for tenant and reduced his rent. The DRA also ordered landlord to refund $2,000 to the tenant. Landlord appealed, seeking modification of the DRA's order since tenant hadn't paid rent during many of the months for which a rent refund was ordered. Landlord submitted for the first time copies of rent ledgers showing tenant payments. The DHCR ruled for landlord. The DRA hadn't asked landlord to submit any records with respect to rent payments while it was considering tenant's complaint.
