DHCR Inspector Found No Defective Conditions

Tenant complained of a reduction in services. She claimed that the bathroom ceiling and walls were blistering, that the bathroom needed painting, and that new floor boards installed in the living room had splinters and were loose. The DRA ruled against tenant, after inspection found no conditions warranting rent reduction. Tenant appealed, claiming that the inspector didn't feel the wood floor for splinters and that the bright light in the bathroom prevented the inspector from seeing brown spots on the bathroom ceiling. The DHCR ruled against tenant.
