DHCR Inspector Found Elevators Functioning

Tenants complained of a reduction in building-wide services based on elevator problems. The DRA ruled for tenants and reduced their rents. Landlord later applied for restoration of rents, stating that service had been restored. The DRA ruled for landlord, and tenants appealed. Tenants claimed that the elevators weren't repaired properly and still malfunctioned. The DHCR ruled against tenants.

There was no record of any recent DOB elevator inspections, so the DRA had relied on its own inspector. An inspection made after landlord's rent restoration application was filed showed that the elevators were functioning properly.
