DHCR Inspection Showed Mildew on Bathroom Wall

Tenant complained of a reduction in services. Among other things, tenant said that there was mildew on his bathroom wall. The DRA ruled for tenant and reduced his rent. Landlord appealed. Landlord had told the DRA that HPD had inspected the apartment in June 2007 and had dismissed any violation based on mildew. The DHCR ruled against landlord. The DHCR's inspector found that there was mildew on the bathroom wall in August 2007. And the DRA had notified landlord that tenant said the condition still existed after HPD cleared the violations. Tenant's rent was properly reduced.
