DHCR Heat Complaint Not Supported by HPD Violation

Tenant complained to the DHCR of inadequate heat in his apartment. The DRA ruled for tenant and reduced his rent based on an HPD violation. Landlord appealed and won. The HPD violation in question was for a defective air valve in one room of the apartment. The violation didn't state that there was inadequate heat. Although the defective valve might cause an inadequate heat condition, there was no such finding by HPD.
