DHCR Didn't Properly Investigate Tenant's Complaint

Rent-stabilized tenant complained of a reduction in services. The DRA ruled against tenant based on DHCR inspection. Tenant appealed, and the case was reopened. Tenant had complained of leaks to his bathroom ceiling due to a possible broken drain pipe in the apartment above. Tenant specified that water came down into his apartment through the ceiling. He also complained that the bathroom drain pipe was broken and needed repair. The DRA and its inspector had addressed only that portion of the complaint concerned with the bathtub drain. The case was sent back for further investigation.
