DHCR Can't Decide Complaint About Nonresident Super

Rent-stabilized tenant complained that the building super was unqualified and didn't live in the building. The DRA dismissed the complaint. Tenant appealed and lost. DHCR inspection found no deficiencies in janitorial service, and any complaints about the qualification or residence of the super should be referred to the Office of the Mayor for the City of New York.
