DHCR Can't Decide Complaint About Nighttime Boiler Noise

The DRA closed the case without making a decision and advised tenant to complain to HPD. Tenant appealed and lost. The DHCR couldn’t inspect tenant’s apartment at night to verify the complaint. And since the complaint concerned boiler maintenance, it should be addressed to HPD.
