DHCR Can't Decide Claim of Inadequate Night Heat

Tenant complained of inadequate heat and hot water in her apartment between the hours of 9:00 p.m. and 7:00 a.m. The DRA ruled against tenant, and tenant appealed. The DHCR also ruled against tenant. The DHCR doesn't conduct night inspections. So tenant must instead take her complaint to the New York City Central Heating Complaint hot line.
