Defects Corrected by Time of Second Inspection

Tenants complained of a building-wide reduction in services. The DRA ruled for tenants, but later revoked that order because landlord hadn't gotten notice of tenants' complaint. The DHCR conducted a second inspection and found no conditions warranting any rent reduction. Thirty tenants appealed. None of the complained-of conditions were found to exist at the time of the DHCR inspection after landlord had notice of the complaint.
