Defective Window Caulking

Tenant complained of a reduction in services based on defective window caulking. The DRA ruled for tenant and reduced her rent by $8.00. Landlord appealed, claiming the rent reduction was excessive. The DHCR ruled against landlord. Tenant's rent was reduced by $4.00 for each of the two bedrooms which were found to have defective windows. Each bedroom contained two windows. The $2.00 rent reduction per window was in accordance with rent control guidelines and wasn't excessive.
