Defective Hall Windows Not Minor Condition

Tenants complained of a reduction in building-wide services based on defective hallway windows. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on repair of the hallway windows. The DRA ruled against landlord. An inspection showed that windows throughout the building were difficult to open and lock, with gaps in the casing and frame. Also, the sash of the window between the third and fourth floors was stuck. Landlord appealed, arguing that these were minor conditions. The DHCR ruled against landlord.
