Defective Conditions Were Minor

Tenants complained of a reduction in building-wide services. The DRA ordered landlord to restore services, but gave tenants no rent cuts. The conditions found were minor: lobby drapes slightly torn, third-floor stairwell door that wouldn't stay closed, and leak-damaged bulkhead wall with peeling point and plaster. One tenant appealed. The DHCR ruled against tenant. An inspection showed that most of the conditions that tenants complained of weren't present, and that landlord had made repairs promptly. It was therefore reasonable for the DRA to deny rent reductions for minor conditions.
