Defective Cabinet Hinge Not Minor

Tenant complained of a reduction in services. The DRA ruled for tenant based on a number of conditions and reduced his rent. Landlord appealed, claiming, among other things, that a defective cabinet hinge was a minor condition not warranting a rent reduction. The DHCR ruled against landlord. The defective cabinet hinge wasn't a minor condition and landlord admitted that it needed repair.
