Decorative Window Removed

Tenant complained of a reduction in services. The DRA ruled against tenant and dismissed his complaint. Tenant appealed, claiming that bedroom windows were drafty and that the elimination of a decorative window warranted a rent reduction. The DHCR ruled against tenant. An inspection had shown that the bedroom window wasn't drafty and exterior molding wasn't loose. And the loss of the decorative window was a minor condition that didn't warrant a rent reduction.
