Daughter Didn't Properly Appeal NYCHA Ruling

LVT Number: #24241

NYCHA tenant's daughter appealed NYCHA's denial of her succession rights claim after tenant died. The daughter appealed. The court ruled against the daughter because she didn't comply with NYCHA's grievance procedures, which required the daughter to pay use and occupancy for the apartment before getting a hearing on her claim that she was a remaining family member entitled to the apartment. So it was premature for the daughter to file a court appeal for review of NYCHA's actions.
