Damaged Wood Floors Not Minor Condition

Tenant complained of a reduction in services based on the condition of her apartment's wood floors. The DRA ruled for tenant because an inspection showed that the hardwood floors were badly stained and damaged. Tenant appealed, saying that landlord should also be ordered to fix the small gaps in the floors. The DHCR ruled against tenant. This condition was minor and didn't require any further DHCR ruling.
