Current Tenant of Co-op Purchased in 1990 Is Unregulated

Tenant complained to the DHCR that landlord refused to give her a rent-stabilized renewal lease. The DRA ruled against tenant and found that she was unregulated. Tenant appealed and lost. She claimed that the person who purchased the co-op shares in 1990 wasn't a proper tenant purchaser and that her mother was the true stabilized tenant who remained in occupancy. But DHCR registration records showed that the apartment purchaser had been a tenant of the apartment from 1985-1990 when he bought the apartment under a non-eviction cooperative conversion plan.
