Cost of Renovating Lobby Hallways Included

Landlord applied for MCI rent hikes based on painting interior walls, installing new carpeting, ceiling lights, and other lobby/hallway renovation work. The DRA ruled against landlord, finding that these items weren't MCIs. Landlord appealed. It had filed another MCI application for replacing front entryways at the building and claimed that the other work was related to the entryways. The DHCR had granted an MCI increase for the entryways. The DHCR ruled for landlord.
