Cost of Relining Elevator Cabs Excluded from MCI Increase

Landlord applied to the DHCR for MCI rent hikes based on elevator upgrading. The DRA ruled for landlord in part but disallowed the costs for relining elevator cabs and for an elevator consultant. Landlord appealed and lost. The elevator upgrading here, consisting of modernization of two elevators, wasn't complex enough to require a consulting engineer. The elevator cab relining was done by a different contractor than the one landlord submitted its MCI contract for. That contract didn't indicate that labor was included in the scope of work.
