Cost of Painting Railings Included

Landlord applied for MCI rent hikes. The DRA ruled for landlord in part but disallowed any hike for painting balcony railings. Landlord appealed and won. Painting of the railings was done by the same contractor who did the railing repairs and balcony restoration, for which an MCI rent hike was granted, and was done in connection with the MCI.
