Cost of Painting, Carpet-Laying Included in Increase

Landlord applied for MCI rent hikes based on the installation of new carpet, painting of a wall, repair of all wood trims, and installation of new ceiling light fixtures in the building's public areas. The DRA ruled against landlord because these weren't MCIs. Landlord appealed. It had filed separately for MCI increases based on replacement of the building's front entryways. It submitted two separate applications because there wasn't room on the first form for all the items. The DHCR ruled for landlord.
