Tenant appealed, claiming that the landscaping provided no benefit to tenants. The DHCR ruled against tenant. Landscaping warrants an MCI hike under the Rent Stabilization Code if it is done in connection with a qualifying MCI. Here, landlord did the landscaping in connection with the installation of a sprinkler system and concrete work on all interior courtyards and walkways.
