Cost of Chimney Reconstruction Included

Landlord applied for MCI rent hikes based on exterior restoration. The DRA ruled for landlord but disallowed any increase for chimney reconstruction. Landlord appealed, arguing that the chimney reconstruction was directly related to the exterior restoration work. The DHCR ruled for landlord. The chimney work should have been included in the MCI rent hike.
