Correct Rent Amount Stated in Renewal Offer

Tenants complained that landlord didn't offer them a renewal lease. The DRA ruled that landlord had offered the renewal lease to tenants. They appealed, claiming that the renewal lease offered wasn't valid. The DHCR ruled against tenants. The base rent stated in the renewal lease was the correct rent at the time the renewal was offered. Landlord also adjusted the rent when the base rent was corrected by another DHCR order issued a few months later.
