Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord, in part. The DRA denied any increase for pointing and waterproofing because landlord didn't submit a contractor's certification. Landlord appealed, claiming that it didn't know this was needed and that it couldn't find the contractor. The DHCR ruled against landlord.
