Contractor Hired by HPD Replaced Gas Piping Without Permit

DOB issued a violation notice to a plumbing contractor hired by HPD to replace the existing 1-inch piping that fed the building's boiler, hot water heater, and stoves in two apartments with 3/4 inch piping, in order to supply gas to the first-floor apartment at the building. The violation said that the contractor installed new gas piping and a new gas meter bar in the cellar without a permit. The contractor contested the violation, but the ALJ fined him $1,600. The contractor appealed and lost. Its claim that it didn't install the piping in question was found not credible.
