Contractor Hired Building Employees

Tenant complained of a rent overcharge. The DRA ruled against tenant, and tenant appealed. Tenant questioned the 1/40th rent increase the DRA gave landlord for apartment improvements. The DHCR ruled against tenant. Landlord sufficiently documented the costs of the improvements. And even though landlord's contractor used building employees to do the work, it paid them separately. Their normal salaries didn't cover this work.
