Contractor Gave Estimate of Prior Intercom's Useful Life

Landlord applied for MCI rent hikes based on the installation of a new intercom. The DRA ruled for landlord. Tenants appealed, claiming that the useful life of the prior intercom system hadn't expired. They said the prior system was installed in either the late 1970s or early 1980s. The DHCR ruled against tenants. Landlord had submitted to the DRA a letter from its contractor, which stated that in the contractor's professional opinion, the original intercom was over 25 years old. And tenants' claims about the prior intercom's useful life were vague.
