Contract Not Submitted to Prove Cost of Skylights

Landlord applied for MCI rent hikes based on the installation of new elevator skylights. The DRA ruled against landlord. Landlord appealed and lost. Landlord submitted no contract documenting the skylight installation. Landlord claimed that it submitted other proof of this work. But the contract would have allowed the DRA to determine if the work was actually done in connection with an elevator upgrade. Without the contract, the DRA couldn't determine if the work was related to an MCI or unrelated repair work.
