Tenant sued landlord to get building repairs. The trial court ordered landlord to fix building violations. When landlord didn't comply, it was held in contempt of court. After one appeal by landlord was dismissed, landlord appealed again. The appeals court ruled against landlord. The court viewed landlord's continuing appeals to be merely a tactic to delay a resolution of the case. The court suggested that landlord's attorney should be subject to a $5,000 fine for frivolous conduct.
