Construction Manager Used for Renovation

Landlord asked the DHCR if the cost of using a construction manager to oversee renovation of several apartments could be added to the 1/40th rent increase for individual apartment improvements. In an opinion letter, the DHCR said yes. If a construction manager is used for several apartments or for substantial renovations in one apartment, the cost can be added to a 1/40th rent increase. But the cost should be divided proportionately among apartments when there is more than one involved.
