Conditions Not Minor

Tenant complained of a reduction in services based on several conditions. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the conditions were all minor. The DHCR ruled against landlord. Several areas of the building had cracked plaster. There were no garbage containers in the compactor room, and it had a foul smell. And there was evidence of roaches and mice in the compactor room and elsewhere. These weren't minor conditions.
