Complaint Wasn't Sent to Registered Landlord

Landlord didn't answer tenant's complaint. An inspection showed that defective conditions existed, so the DRA ruled for tenant. Landlord appealed, claiming that it never got a copy of tenant's complaint. The DHCR ruled for landlord. The complaint was mailed to landlord at the address listed on tenant's complaint. But the complaint wasn't sent to the owner registered with the DHCR, as required by the Rent Stabilization Code.
