Complaint Mailed to Wrong Address

Tenants complained of a reduction in building-wide services. An inspection confirmed that a number of defective conditions existed. The DRA reduced tenants' rents. Landlord appealed, claiming that it never got copies of either the tenants' complaint or the DRA's order. The DHCR found it had mailed the complaint and order to the wrong address. Landlord's address was listed on the DRA's notice as P.O. Box 30042 when it was, in fact, P.O. Box 300462. Landlord had filed a Notice of Change of Owner Identity with the DRA listing its correct address.
