Community Room Required

Tenant objected to landlord's 1984 registration of services, claiming that landlord had omitted a community room from the list of building services. The DRA found that a community room was provided, and ordered landlord to include it in the building registration. Landlord appealed, claiming that a community room was provided but that permission to use that room was granted on a temporary basis only. The DHCR denied landlord's PAR. Landlord's own documents showed that community room privileges were granted in 1979. Landlord had also requested a hearing, but this wasn't necessary
