Commercial Tenants Didn't Benefit from Work Done

Landlord applied for MCI rent increases. The DRA ruled for landlord in part. The DRA found that the rewiring and plumbing/repiping installation benefited commercial tenants in the building (who aren't subject to MCI rent increases) and reduced the amount of the rent increase sought by landlord for the rent-regulated tenant. Landlord appealed, claiming that the work didn't benefit commercial tenants. The DHCR ruled for landlord. Landlord showed that it only reconnected existing plumbing and wiring in the stores in the building.
