Cloudy Window

Tenant complained of a reduction in services based on a damaged refrigerator door and a defective window. The DRA ruled for tenant after an inspection and reduced his rent. An inspection showed that the refrigerator door handle was missing and that living room east top sash was ``cloudy.'' Landlord appealed, claiming that tenant hadn't complained about the window condition cited in the inspection report. The DHCR ruled for landlord. The condition of a cloudy sash was too vague to constitute a decrease in service.
