Claimed Seven-Month Gas Outage Corrected Before DHCR Inspection

Rent-stabilized tenant complained in June 2018 of a reduction in required services based on a loss of gas service. The DRA ruled against tenant and dismissed the complaint. Tenant appealed and lost. The DRA had scheduled an inspection for Jan. 30, 2019. Based on tenant's notice on Jan. 25, 2019, that gas service had been restored, inspection was canceled. It therefore was undisputed that gas service had been restored by the time the DRA issued an order in February 2019. In her PAR, tenant claimed that the gas outage lasted seven months for the whole building.
