Cladding of Parapet Walls Doesn't Qualify as MCI

Landlord applied for MCI rent hikes based on the installation of aluminum panels onto parapet walls. The DRA ruled against landlord, who apealed and lost. "Cladding" of parapet walls doesn't qualify in of itself as an MCI, but is considered ordinary repair work. Replacement of the parapet wall was needed for any related cladding work to qualify as an MCI.
