Checks Dated 18 Months After Work Completed

Tenant complained of a rent overcharge. Tenant admitted that some renovations had been made before he moved in, but claimed that the work done didn't justify the rent increase charged by landlord. The DRA found that there was a rent overcharge. Landlord hadn't documented all the apartment improvements claimed. The work was done in late 1986, but landlord's check was dated June 1988.
