Check Requisition Forms Don't Prove Cost of Work

Tenant complained of a rent overcharge. Landlord claimed that it made individual apartment improvements before tenant moved in. The DRA ruled for tenant and disallowed some of the 1/40th costs submitted by landlord. Landlord appealed and lost. Landlord submitted only check requisition forms for some costs, including a $7,000 consultation fee. Landlord's check requisition forms alone, without invoices or canceled checks, are insufficient to prove payment of claimed costs.
