CCTV Security System Qualifies as MCI

Landlord applied for MCI rent hikes based on the installation of a CCTV security system. The DRA ruled for landlord. Tenants appealed and lost. It is long-standing DHCR policy that the installation of a CCTV security system qualifies as an MCI for which a rent increase may be granted. Landlord's system qualifies as an MCI since the installed system monitors all entrances to the building on a continuous basis. There is no requirement that the system's video output be watched by a live person 24-hours a day, seven-days a week.
