CCTV Security System Didn't Cover All Access Doorways

Landlord applied for MCI rent hikes based on the installation of a closed-circuit television (CCTV) security system. The DRA ruled against landlord because the system didn't monitor all building entrances. Landlord appealed and lost. Landlord claimed that the unmonitored doors were "exit only" doors and didn't require cameras. But the intended use of those doors didn't matter. The failure to monitor these access ways defeated the purpose of the security system.

The failure to monitor these access ways defeated the purpose of the security system. Once the unmonitored doors were opened for any reason, intruders could enter the building unobserved.
