Cardboard Boxes Not Properly Put Out for Collection

The notice stated that cardboard boxes were left out without being properly flattened, tied, and bundled. Landlord claimed he didn't leave the boxes out. The ALJ ruled against landlord and fined him $25. Landlord appealed and lost. Landlord is responsible for the conditions in front of his building, even if the boxes were left out by tenants or others.
