Cardboard Box Not Placed in Plastic Recycling Bag

DOS issued a violation notice to landlord for placing a cardboard box out for trash collection in an improper manner. The law required it to be tied up or placed in a clear plastic bag. Landlord claimed that the box had been placed in a plastic bag and later removed by scavengers. The ALJ ruled against landlord and fined him $25. Landlord appealed and lost. The ALJ properly found that landlord's claim wasn't believable.
