Buzzer System Is Required Service

Rent-controlled tenant complained of a reduction in services because the buzzer system didn't work. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that the Multiple Dwelling Law didn't require the building to have a buzzer. But HPD had issued a violation to landlord for the buzzer system. The buzzer system also was one of the essential services provided included in tenant's maximum rent, so it was required to be maintained under rent control.
